Certification path
AI and Superintelligence Governance Certification
Certification for the people who run AI governance, from the foundations to superintelligence, and for the institutions whose evidence they keep. Built on the nine GovernanceOS frameworks and assessed on records. By design: enrollment opens with GovernanceOS.
- Levels
- Four, from Foundation to Fellow
- Endorsements
- OSFI Guideline E-23, GCC regulators, SACF governance liaison
- Assessment
- An evidence file assessed against a published rubric, defended live with an assessor
- Proctoring
- No webcam; a short live identity check
- Accreditation
- Not accredited; no regulator endorsement
- Institutions
- Certified on the evidence they can produce, by a body independent of GovernanceOS
What it is
A credential for a person.
The certification path shows that a person can do AI governance work on records: set authority, pass a gate, assess a vendor, reconstruct an incident, and test someone else’s evidence. Every level teaches the GovernanceOS frameworks, whose specifications anyone can read.

Levels
Four levels, from knowing to leading.
| Level | Who it is for | What it covers | How it is assessed |
|---|---|---|---|
| 1. AI and SI Governance Foundation | Anyone joining AI governance work: risk, compliance, audit, data, product and engineering. | What AI governance is and its five core pillars. The MESA Framework™: a position on four altitudes, never a score. How a decision is recorded: the Boundary Invariant and the BOE Declaration. The rules most programs map to, from the EU AI Act to OSFI Guideline E-23. | An online knowledge check with scenario questions. The only multiple-choice level. |
| 2. Governance Evidence Practitioner | Practitioners, compliance leads, model owners and data leads who run the work. | The lifecycle, framework by framework: CADRE™, the AI Data Governance Framework™, the AI Vendor Risk Framework (AVRF)™, the MESA MRM Framework™, the Five-Gate Deployment Model™ and the AI Incident Response Protocol (AIRP)™. | You build an evidence file for a fictional regulated institution: a charter, a gate record, a vendor assessment and an incident reconstruction. It is assessed against a published rubric, then you defend it live with an assessor. |
| 3. Governance Evidence Assessor | Validators, second-line risk and internal audit. | Testing evidence rather than producing it: independence, what may be believed and on what record, and the condition that would prove each framework wrong. | A set of records with planted defects and some clean ones. You write a timed findings report and defend it live. |
| 4. Superintelligence and Frontier AI Governance Fellow | Senior leaders, architects and assessors who set policy for more capable systems. | Governing systems as their capability grows: autonomy is raised, never by relaxing a boundary; authority is not a property of capability; a benchmark score alone never grants authority; agents can collude; verification stays separate from generation (PEVG and PARA); where data residency decides the deployment (the Cross-Border AI Architecture Patterns™). | A capstone on a frontier scenario, defended before a panel. It includes where each control would fail. |
Endorsements
Three endorsements for the rules most credentials leave out.
Canada
OSFI Guideline E-23
Added to level 2 or 3. The guideline’s inventory, model risk and approval expectations, worked on records. The guideline takes effect on 1 May 2027.
GCC
GCC regulators
Added to level 2 or 3. The rows for six GCC states, including where a regulator has issued no AI directive, and how a record answers each.
Islamic finance
SACF governance liaison
Added to level 2 or 3, on the Sharia AI Compliance Framework (SACF)™. Holders record and route the Sharia board’s rulings; they never make them. By design, a qualified Sharia scholar reviews the track before it opens.
For institutions
Institution certification: the evidence, checked independently.
An institution can be certified on one question: can it produce, from its own records, the evidence each GovernanceOS framework requires? The check is run by an assessment body independent of GovernanceOS and of the institution’s advisers, with assessors who hold the Governance Evidence Assessor credential.
| Part | By design |
|---|---|
| Scope | The frameworks and the AI systems the institution names. The certificate states both. |
| Evidence | Drawn from the institution’s own records. Each requirement shows the record that answers it, or says what is missing. |
| Independence | The body that certifies is separate from GovernanceOS, which builds the platform, and from the practitioners who advised the institution. |
| Result | Certified for the stated scope, with a date and an expiry. Never a score or a grade. |
| Upkeep | Checked again when a framework changes version or the records show a lapse. Suspended or withdrawn when the evidence stops holding. |
| Public register | Anyone can look up a certified institution’s scope and status. |
Until the independent body is in place and accredited, conformance stays self-declared.
Study order
The order we teach.
- The MESA Framework™, which positions every other framework.
- The Boundary Invariant and the BOE Declaration: how one decision is fixed, freed and evidenced.
- CADRE™, which grants authority to six frameworks.
- The AI Data Governance Framework™, AVRF™, the MESA MRM Framework™, SACF™ and the Cross-Border AI Architecture Patterns™.
- The Five-Gate Deployment Model™, which draws on the frameworks before it.
- AIRP™, which draws on the evidence of every other framework.
The framework registry sets no adoption sequence; this order is ours, drawn from how the frameworks depend on each other.
Assessment
Assessed on records, decided by a person.
- Fictional institutions only. No candidate brings an employer’s records.
- Open-book practicals, with a version of the case for each candidate.
- No webcam proctoring and no recordings. A short live identity check; we keep only the date it was done.
- A person decides every result, and every result can be appealed.
- Accommodations on request, kept apart from your results.
- Misconduct voids a result, with an appeal.
- A credential is valid until the date shown. It is renewed by a short update assessment when a framework you hold changes version.
Checking a credential
An employer checks it without calling us.
The employer enters the credential ID the holder shares, and sees the name, the credential, the level, its dates and its status: valid, expired or revoked.
Why this path
What it adds.
- Assessed on records. Most AI governance credentials are a multiple-choice exam. Here you build an evidence file and defend it.
- The rules others leave out. OSFI Guideline E-23, GCC regulators and Sharia governance, as endorsements.
- Superintelligence and frontier AI. A level for governing systems as their capability grows, taught with where each control would fail.
- Institutions too. Certified on the evidence they can produce, by a body independent of GovernanceOS.
- Open frameworks. Every specification is deposited under CC BY 4.0, so what you are assessed on is public.
Questions
Questions about the certification
What is an AI governance certification?
A credential that shows a person can do AI governance work. On this path it is assessed on records: you build and defend an evidence file, not only answer multiple-choice questions.
What is superintelligence governance?
Governance for AI systems that may outperform people across domains. No regulator has superintelligence-specific rules yet, and no governance framework has been tested on such systems. The Fellow level teaches the controls designed to hold as capability grows, and where each would fail.
Is this certification accredited?
Not yet. The credential for people is not accredited under ISO/IEC 17024, and no regulator has reviewed or endorsed it. The institution certification is designed to run through an accredited body independent of GovernanceOS.
Can an institution be certified?
Yes, by design. An assessment body independent of GovernanceOS checks whether the institution can produce, from its own records, the evidence each framework requires, for a stated scope. The result is certified or not, with dates. Until that body is in place and accredited, conformance stays self-declared.
Does the Sharia endorsement make me a Sharia scholar?
No. It covers process competence on SACF: holders record and route the Sharia board’s rulings; they never make them. It is not scholarship, a fatwa authority or eligibility to sit on a Sharia board.
How is the assessment proctored?
There is no webcam proctoring. The practical is open-book, with a version of the case for each candidate, a short live identity check, and a person who decides every result. You can appeal a result.
How does an employer check a credential?
The employer enters the credential ID the holder shares, and sees the name, the credential, the level, its dates and its status: valid, expired or revoked.
Where do I start?
With the Foundation level. If you already work in AI governance, Learn has one short path per role.
What does it cost?
Fees are shown at enrollment, on the checkout page.
