Agent registry
Agents are first-class records: their entry, contract, tool authorizations and an expiring key.

Key
An expired key stops the agent and writes a signal; it never extends silently. Scheduled revocation: rev-0003.
Only the CISO rotates agent keys or lets them expire.

An agent appears here when its PARA entry is written and its key issued. Systems that are not agents stay in the inventory.
Key expired: the customer assistant stopped on 2026-11-14 at 00:00 CT. Calls are refused at the gateway and a signal is on the chain. Rotate the key to start it again; the stop and the restart are both records.
