The Compliance lead or the CISO builds and signs a pack. You can read what a pack holds and the preview.
What the pack contains
- Your cover note, if you write one, first, and signed with the manifest
- For every system: the approval state and the run status, side by side, as of each date in range
- The five parts: the model registry entry, the retrieval ledger, the policy version, the tool authorization record and the trigger bus
- Each artifact marked runtime-emitted or uploaded
- Records in the GovernanceOS schema, and flat JSON and CSV with the embedded dictionary
- Evidence hashes and timestamps, the chain segment and its anchors
- The registry, corpus and framework versions it was built against
- The exclusions, with who left each system out and why
- The pack signature and the verifier version

Send the examiner the pack key hash and the chain head yourself, by your own route; the key hash stays the same for every pack this key signs.

Your letter to the supervisor is one such route. The verifier ties a pack to your institution only through the key hash the examiner received outside GovernanceOS. With the chain head as well, the verifier also confirms the examiner holds this pack and no other.
