A password is optional. It is only ever a second step after your authenticator code, and it never signs you in alone.

A password adds a second step after the authenticator code. Without the authenticator it would be a password alone, which GovernanceOS never allows.
Password saved. You sign in with your authenticator code, then this password.
Remove the password
You then sign in with the authenticator code only.
